ALGIERS – Monday, 17 July 2023 (APS) – Minister of Transport Youcef Cherfa presented Monday at the Council of the Nation (upper house of Parliament), on behalf of minister of Finance Laaziz Faid, the bill setting the general rules governing public procurement, in a bid to strengthen transparency, facilitate access to public procurement through digitization and the involvement of startups.
In a plenary session chaired by Goudjil, the speaker of the Council of the Nation, in the presence of the minister of Relations with Parliament, Basma Azouar, the representative of the government said the bill is meant to “simplify the concept of public procurement through a clear, transparent and legal framework, understandable by all.”
It is also intended to “simplify the procedures, improve the performance, increase efficiency and integrity and ensure a healthy competitive environment and an optimal use of public funds.”
The bill, according to the minister, “is in straight line with the bill on the rules of public accounting and financial management, as well as with monetary and banking law.”
“This is mainly based on three fundamental principles, namely free access to public procurement, fairness in the processing of applications and transparency in the procedures.”
